Feds impose conditions of water funding
18 May 2005

The federal government plans to tie $2 billion in payments to states to facilitate reinvestment in water and irrigation systems to reform of industrial relations laws. State governments had signed up to the national water initiative in mid 2004, but then most cancelled their agreement when it became clear the funding would be a diversion of other state grants rather than new funding.
