Minister boosts buy back funds

$3.1 billion will be set aside to buy back water licenses and improve the health of stressed rivers under a plan to be announced by Climate Change and Water Minister Penny Wong today. The funds will only be used for purchase of water licenses, rather than the coalition's program which allowed for investment in structural adjustment programs for rural communities struggling with water shortages.
