No levy on horse owners

Horse owners will not be required to pay a levy to help meet the costs of fighting equine influenza last year. The government wants to develop a national agreement with the horse industry for responding to future outbreaks. The department of Agriculture, Forestry and Fisheries could be found negligent and the government could face class actions from businesses and individuals seeking to recover losses related to the EI outbreak in NSW and Queensland last year.
