Governments fail the rivers again

Government''s will miss the November 1 starting date for the change over of responsibility for the Murray Darling system to the Commonwealth. Ministers from the Murray-Darling states and the ACT will meet in Canberra next month, but two weeks before the deadline for the referral of powers, only NSW has passed the relevant legislation. The commonwealth and other states have suffered delays in enacting the laws required for the changeover to a single national administrator for the river system.
