Victoria won't budge on caps

Victoria is ignoring deadline pressure over the multi-billion dollar Murray-Darling takeover plan being pursued by the federal government. The main sticking point is who will get control of the cap on water that can be taken from the river for irrigation in Victoria, NSW, Queensland and South Australia. The federal government sees its control of the cap as necessary for the success of the plan but Victoria is insisting on retaining a role in setting allocations in the state.
